Art/drawing program suggestion: Krita, my program of choice for about eight years now. It is a free, open-source digital painting program that can do most of what Photoshop does.

If you want something for sprites, Libresprite (Open-source free version of Aseprite) is quite a nice tool, it has a few less options than the official Aseprite but it's definitely quite nice. Also, for making 3d anime girls/vtuber avatars/vrchat avatars, I can recommend VRoid. It also has a 3d posing tool in its photo mode, so it's super useful for making your own reference poses!
